7 kids living in filth


Rock Hill, S.C. Rock Hill police took seven children into emergency protective custody after finding them living in "deplorable conditions" and wearing "filthy clothing" in a house that "smelled of feces and urine."
Their parents - Sabrina Boone, 32, and Robert Tolf, 47 - are each charged with seven counts of unlawful conduct toward a child - the state law covering child neglect. Upon conviction, the felony charge carries a penalty of up to 10 years in prison and fines for each count.
The children - all between the ages of 1 and 10 - are in the custody of the state Department of Social Services, according to a police report.
A neighbor called police Thursday morning after spotting a crying young boy apparently locked out of the home in the 1500 block of Breckenwood Drive and wandering near the street.
When police arrived, they found the child wearing only a diaper and shirt, the report states. The child was hot and sweating - shaking so badly he couldn't pick up a toy on the porch of the home.
Officers knocked repeatedly on the front door, but no one answered.
An officer entered through an unlocked back door to find six other children, two girls and four boys, in a living room, the report states - some asleep on a couch and floor, others watching cartoons on TV.
When officers found the parents sleeping in a bedroom, the report states, they said they work from home and had been up until 6 a.m., which is why they didn't hear knocking.
"Clothes, trash and other household items were piled up to the point that some rooms and areas of the residence were inaccessible," the report reads.
Two bedrooms the parents said were the children's "were unlivable, and only one appeared to have a useable mattress," the report states, "but it, too, was completely covered and unusable."
The parents told police the children usually sleep on the floor or on the couch.
The home's main bathroom was infested with roaches, according to the report, and there was an old toilet resting in the bathtub. The house smelled of feces and urine, the report states.
In the kitchen, old dishes were stacked in the sink and covered with bugs. Several of the children had bug bites on them, the report states. They were wearing filthy clothing and appeared to lack hygiene.
The parents told police Department of Social Services officials have investigated the family before, the report states.
"We were involved with the family back in 2006," DSS spokeswoman Marilyn Matheus said, but she could not comment on the outcome of that case.
Tolf and Boone each posted $3,500 bond Friday in Rock Hill Municipal Court. Efforts to reach them were unsuccessful.

Man, woman drinking on Rock Hill sidewalk 

arrested

 -- Two people drinking beer on a Rock Hill sidewalk were 
jailed Tuesday night, police say.
A 21-year-old Charlotte man was charged with purchase of beer for a minor after officers saw him and some others drinking on the sidewalk on the 200 block of South Heckle Boulevard, according to a Rock Hill police report.
Officers saw people drinking around 10:30 p.m. Tuesday. When they approached, one of the suspects attempted to hide her beer.
Police learned she was 18-years-old and had been drinking, the report states. The Charlotte woman told police she got the alcohol from the 21-year-old guy she was with.
He admitted to buying the beer, the report states. He was charged with purchase of beer for a minor. Officers also arrested the woman and cited her for possession of beer under 21.

Thieves steal cash registers, TVs

from Wing King

Thieves took two cash registers and TVs from a Rock Hill restaurant during a break-in this weekend, police say.
Someone destroyed the door on the side of Wing King Cafe on Oakland Avenue sometime Sunday morning, according to a Rock Hill police report.
The unknown suspect took two cash registers, valued at $1,000 each, and two TVs from the bar and dining room areas of the restaurant. The burglar also rummaged through, the kitchen, bar and storage areas.
The break-in happened between 12:30 and 9 a.m. Sunday. The alarm was set during that time, the owner told police.
No suspect information is available.

Police: Rock Hill man 

shoots neighbor's barking dog

A Rock Hill man shot his neighbor's dog with a BB gun, even though the animal was in its own yard.
The man said he shot at his neighbor's dogs earlier this week because they were jumping up on the fence and barking viciously, according to a York County Sheriff's Office report. However, the dogs never came out of the fence or approached the man.
One dog had a BB stuck on the left side of its snout that will likely have to be removed by a veterinarian, deputies say.
The dogs' owner said they are guard dogs but have never been out of the fence at his Hilton Road home. He said he had to put one of his dogs down several months ago because of a BB wound.
The shooter said the dogs were scaring his granddaughter. He said they are a continuous problem and have gotten out twice before.
The owner wanted to press charges, but an arrest was not made at the time of the report.

Police: Student had knife at

 Rock Hill elementary school

 --  Police found a student with a knife at a Rock Hill 
elementary school Thursday.
The 10-year-old boy at Old Pointe Elementary showed the knife to several students, who then reported him to a school official, according to a Rock Hill police report. The official took the knife from the boy and submitted it to evidence.
No one was injured.
Because of his age, the student will not be charged by police, the report states.
The school will take disciplinary action instead.

Gas station melee leads to pepper spray, shots fired
Sheriff's deputies responded to the Spot Food Store at 
990 S. Cherry Road where employees said several 
teenagers got into a fight inside the store.
The clerk behind the counter sprayed everyone with 
pepper spray to get them to leave the store, according 
to the incident report from the York County Sheriff's Office.
As they were coming out of the store, several of the 
men were firing guns erratically in the air.
The people involved left in a 2003 gray Ford 
passenger car. On Monday three of the four 
suspects were identified.
Erin Ruth Wright, 25, of Rock Hill, and Jobauris Latray McCombs, 19, 
of Rock Hill were both arrested, according to the release.
The man who fired the gun was identified as Daquise 
Jones, 18, Rock Hill.
No charges in the incident have been filed as it is 
still under investigation.

Report: Man mooned shoppers 

at Manchester Village

A man mooned shoppers Saturday in Manchester Village near Fuel Pizza and Moe's Southwest Grill, Rock Hill police say.
Two women were leaving the shopping center just after 1 p.m. when the unknown man walked toward them, dropped his pants and flashed his buttocks at them, according to a Rock Hill police report. The man acted as if his pants had accidentally fallen down, they said.
Officers circulated the area but were not able to find the man, the report states.
No video surveillance footage is available.

Police: Gang shot into home 

while family gathered at table

A woman was sitting at the dinner table with her family when someone fired shots into their Rock Hill home Monday evening.
The woman heard at least two gunshots outside of her Bynum Avenue house about 8 p.m., according to a Rock Hill police report. She and her family took cover underneath the dining room table and called 911.
She believes the shooting is gang-related, and told police her 15-year-old son has been hanging out with a gang. During a recent incident at a gas station, a 16-year-old gang member was heard saying he was going to kill the woman's son before he went to court, the report states.
The woman's son ran out of the house after the shooting, and officers have not yet interviewed him, the report states.
Officers found two shotgun shells in the yard and three shotgun pellets in the interior wall of the house, the report states.
This was the second gang-related shooting in Rock Hill in two days.
On Sunday, a 17-year-old was injured police called a gang-related shooting. The teen claimed he was riding his bike in the area with friends who were walking beside him. When they got to Green Street, a crowd of people began shooting at them.
Shots also were fired into a Green Street home around the same time as the gang-related shooting Sunday. Several people were inside, but no one was hurt.

Police: Rock Hill man stabbed 

after night of drinking

A man was found bleeding from an apparent stab wound at a Rock Hill home early Tuesday morning.
Robert Harris, 40, of Rock Hill had a large cut about eight inches long on his left forearm when officers arrived at his Bradley Street home just after 1:30 a.m., according to a Rock Hill police report.
Harris was intoxicated and screaming that someone had tried to rob him, the report states. He was taken to Piedmont Medical Center.
Inside the home, officers saw a pool of blood near the back door, which continued into the kitchen and through the living room, the report states. They spoke with a woman in the home, who said she was asleep when the incident happened. The woman also appeared to be intoxicated, according to the report.
The woman told officers she and Harris had been drinking all evening, the report states. After an argument, Harris kicked the woman in the face and told her to get out. Officers saw injuries on the woman's face. Later, the two met up again and went to the Kickin' Pig on Cherry Road and continued to drink. The woman became tired and told him she was going to walk home.
The woman claims she fell asleep at the house, but officers noted that her story changed multiple times. Her final version was that she heard Harris return home and yell for her to call 911. After making the call, she gave him a towel for his cut and began wiping up the blood. She said she was cleaning because she was panicking with 911 on the phone.
A folded knife was found in the woman's purse, which she said is she has had for more than 12 years for protection, the report states. The knife had blood on the blade and was taken into evidence.
The woman has not been charged in the incident. The case is active.

Police: Man wielded gun at McDonald's in Rock Hill

A man was arrested after he allegedly pointed a gun at two people in a Cherry Road McDonald's parking lot Tuesday.
Michael Hayes, 18, of Richburg has been charged with pointing a firearm.
A man said he and Hayes were in the drive-through at a McDonald's near I-77 just after midnight when Hayes began flirting and shouting at a woman in a car in front of them, according to a Rock Hill police report.
A man stepped out of the car and told Hayes he was the woman's boyfriend. Another passenger then handed Hayes the gun and he showed it to the couple as they drove by.
Hayes told officers he didn't point it at the couple, but held it up so they could look at it, the report states. The couple said Hayes shouted "You wanna try something?" while showing off the pistol outside of the window.
Officers found a 9-mm pistol in the glovebox of the car.
