Four charged in Rock Hill break-ins
Police have charged two adults and two youths in a string of November vehicle break-ins in Rock Hill.
Eldon Dale Elliott, 18, and Jessie James Outlaw, 17, both of Rock Hill, were arrested and charged with multiple counts of breaking and entering automobiles and criminal conspiracy, said Rock Hill Police Lt. Brad Redfearn.
Two youths were also arrested and charged with multiple counts of the same charges in connection with the break-ins, which occurred in the area of Hollis Lakes, S.C. 5 and Rawlinson Road, Redfearn said.
Redfearn said all incidents involved vehicles left unlocked.
Outlaw is being held on $28,000 bond at Moss Justice Center in York, and Elliott is being held there on $99,230 bond, according to a website maintained by the York County Sheriff's Office.
The two youths were released to their guardians and petitioned to Family Court, Redfearn said.

Third suspect charged in robbery, kidnapping
Authorities arrested a third suspect Friday in an October armed robbery and kidnapping at a Rock Hill hotel.
Calvin Jerod Ford, 26, of 721 Patriot Parkway, Rock Hill, is charged with armed robbery, kidnapping and criminal conspiracy, police said Saturday.
Maegan Bautista, 26, and Lauren Calland, 24, were charged Thursday night with armed robbery and criminal conspiracy, according to Rock Hill Police records.
On Oct. 26, police responded to a report of an armed robbery at the Rock Hill Motel, 914 Riverview Road.
The 55 year-old victim told officers two men attacked him and struck him with a gun before throwing him onto the bed, binding his hands and legs with duct tape and robbing him.
The hotel's surveillance video shows that two women drove up in a silver minivan and entered the victim's room, according to the police report. A few minutes later, two men standing at the top of the stairs ran into the room and the women ran out, got into the van and drove off.
Ford is being held at Moss Justice Center in York on $325,000 bond. Bautista is being held on $40,000 bond and Calland was released on $12,000 bond.
Police are seeking one more suspect, said Rock Hill Police Lt. Brad Redfearn.

Sheriff's Office to hold bloodhound seminar
The York County Sheriff's Office will host its 13th annual police bloodhound handlers seminar today at the Kings Mountain State Park on S.C.161 near Clover.
Agencies from five states, including several local agencies, will be participating.
The training will continue throughout the week in wooded, residential and town areas primarily in western York County.

7 kids living in filth


Rock Hill, S.C. Rock Hill police took seven children into emergency protective custody after finding them living in "deplorable conditions" and wearing "filthy clothing" in a house that "smelled of feces and urine."
Their parents - Sabrina Boone, 32, and Robert Tolf, 47 - are each charged with seven counts of unlawful conduct toward a child - the state law covering child neglect. Upon conviction, the felony charge carries a penalty of up to 10 years in prison and fines for each count.
The children - all between the ages of 1 and 10 - are in the custody of the state Department of Social Services, according to a police report.
A neighbor called police Thursday morning after spotting a crying young boy apparently locked out of the home in the 1500 block of Breckenwood Drive and wandering near the street.
When police arrived, they found the child wearing only a diaper and shirt, the report states. The child was hot and sweating - shaking so badly he couldn't pick up a toy on the porch of the home.
Officers knocked repeatedly on the front door, but no one answered.
An officer entered through an unlocked back door to find six other children, two girls and four boys, in a living room, the report states - some asleep on a couch and floor, others watching cartoons on TV.
When officers found the parents sleeping in a bedroom, the report states, they said they work from home and had been up until 6 a.m., which is why they didn't hear knocking.
"Clothes, trash and other household items were piled up to the point that some rooms and areas of the residence were inaccessible," the report reads.
Two bedrooms the parents said were the children's "were unlivable, and only one appeared to have a useable mattress," the report states, "but it, too, was completely covered and unusable."
The parents told police the children usually sleep on the floor or on the couch.
The home's main bathroom was infested with roaches, according to the report, and there was an old toilet resting in the bathtub. The house smelled of feces and urine, the report states.
In the kitchen, old dishes were stacked in the sink and covered with bugs. Several of the children had bug bites on them, the report states. They were wearing filthy clothing and appeared to lack hygiene.
The parents told police Department of Social Services officials have investigated the family before, the report states.
"We were involved with the family back in 2006," DSS spokeswoman Marilyn Matheus said, but she could not comment on the outcome of that case.
Tolf and Boone each posted $3,500 bond Friday in Rock Hill Municipal Court. Efforts to reach them were unsuccessful.

Police: Student had knife at

 Rock Hill elementary school

 --  Police found a student with a knife at a Rock Hill 
elementary school Thursday.
The 10-year-old boy at Old Pointe Elementary showed the knife to several students, who then reported him to a school official, according to a Rock Hill police report. The official took the knife from the boy and submitted it to evidence.
No one was injured.
Because of his age, the student will not be charged by police, the report states.
The school will take disciplinary action instead.

15 cited with underage 

drinking at Rock Hill party

At least 15 people were cited for underage drinking after police busted a party Friday at a Rock Hill home.
Police received an anonymous tip about underage drinking and drug use at an Ashley Park Road residence Friday night, according to a Rock Hill police report. Several people under the legal drinking age of 21 were inside, and beer cans were spread throughout the home. Most of the suspects were teens under age 18.
The homeowner, Jeremy Encinas, 20, was charged with marijuana possession and purchasing alcohol for minors, the report states. He was the host of the party and was highly intoxicated. An unlabeled prescription bottle in his pocket contained .53 grams of marijuana.
A 17-year-old at the scene was also extremely intoxicated and treated by EMS, the report states. Approximately 15 citations were issued to minors at the party.
Encinas was taken to Rock Hill City Jail.

Elementary student: 'Give me your chicken nuggets or I'll stab you'
ROCK HILL - Police in Rock Hill say an elementary school student has been suspended after he threatened another student with a knife, in an effort to take his chicken nuggets.
According to a Rock Hill police report, the incident happened at Sunset Park Elementary School last Tuesday, May 3rd.  The school's principal called police on Thursday to report the incident, after a 10-year-old student told her that he was threatened with a pocket knife.
The student told the principal that while he and another student were at lunch, the other student demanded that he "give him his chicken nuggets or he would stab him with the knife."The report states that the student refused to give up his chicken nuggets and nothing further happened between the two.
A third student who witnessed the threat told police that he was also threatened by the student.  The knife was found in the student's book bag.
The boy's parents were notified and the student was suspended indefinitely from the school and has been recommended for expulsion.
Neither of the students has pressed charges against the boy.

Listen kid, people want their chicken nuggets...it's understandable. There are ways around this. Violence isn't the answer....ask this kid.
